Today we went to have a look, and there really is a ferry that runs several times a day from this beautiful spot on the River Avon (actually near the motorway) to Tewkesbury. The wires and conductors on top of the gate and fence are unrelated to the automation system --- they are part of the Gallagher electric fence system --- to keep foxes out.
